Message The O2's are right after the manifold, so it should move enough to be measured.

Following what the others have ointed out about O2 readings off-idle, I notice that your RH O2 is still hovering at the mid-point.

The RH O2 does move towards .7V, but honestly it takes a while.
Either the bank is running strangely (less likely) or your RH O2 might be getting old.

It is possible your injectors on that side might be having a problem, one not giving enough fuel.
Post what the resistance measurement is on them.

I hate to blindly replace parts, but it might be worth your wile to switch out that PS O2.
The PS is the easy one if you have an O2 socket.

ps, O2's cause bad performance if they aren't running properly.
